President- Don Rios

Sgt. Don Rios started with TCSO on April 12th, 1992, completing 33 years with TCSO. He started as a Correction Officer in Building 1. He attended the first TCSO Basic Peace Office Course working 5 years on patrol and was selected to be a Field Training Officer. Don went into the Misdemeanor Warrant Unit, clearing up hundreds of misdemeanor warrants before being selected to move to the Special Weapons and Tactics unit (SWAT).  While assigned to SWAT, he became one of two Team Leaders and was deployed on over 100 missions. Don promoted to Detective and eventually went to the Child Abuse Unit where he investigated crimes against children.  Don also served as the Team Leader of the Crisis Negotiation Team, where he led the team to a first-place finish in a multi-state competition.  As a Patrol Sgt, Don has worked West Evenings, East Midnights and was assigned to the Special Response Team (SRT).  Don spent over 5 years as the Lake Patrol Sgt, where he also supervised the Sheriff’s Underwater Recovery Team (SURT).  Sgt. Rios then moved over to the Highway Enforcement Team (HEAT) where he also supervised the Driving While Intoxicated Unit (DWI), the Commercial Vehicle Enforcement Unit (CVE) and the Leaving the Scene investigations (LTS).  Currently, he supervises the Highway Enforcement Accident Team and oversees the security for all Travis County Elections. He has represented TCSO employees for over 24 years as a board member. 

Vice President- Jermaine Smith

 

Started in 2009 as a security coordinator, promoted to officer in 2010, deputized in 2012 and promoted to SGT of the Hospital Visitation Unit. I was a board member for two before becoming Vice President. I enjoy basketball, golf, chess, and listening to jazz. I am proud to be elected to this board and will continue to be in the corner of all our members. "The best gifts are attained on the other side of fear." 

2nd Vice President- Laura Mabry

Laura Mabry has been with the Sheriff’s Office for almost 18 years.  She started her career as a Correction Officer and then attended BPOC 14 before beginning her law enforcement career.  Laura spent the majority of her time working East Night shift.  She also spent several years working in the Community Outreach Unit.  She is very proud of her work with the Explorer Program.  Laura promoted to Detective in 2017.  As a Detective, she worked in the Peron’s Crime Unit on a variety of cases, including Robberies, Stalking, and Aggravated Assaults.  Laura promoted to Sergeant in 2020 and was assigned to West Day Shift Patrol.   She eventually found her way back to the Criminal Investigations Division, where she currently supervises Financial Crimes, the Intelligence Unit, Sex offender Registration and several other positions.  Laura has also been a member of the Hostage Negotiations team for over 8 years and was just recently selected to lead the team as Sergeant. 

Laura is married and has two boys ages 8 and 12.  She loves being a boy mom, her family is incredibly important to her. She is self-confessed Peloton obsessed and enjoys spending time with her two dogs. Laura grew up in north Austin, graduated from Connally High School and attended Texas Tech University.  She loves live music, traveling and college sports, but the Kansas City Chiefs and Patrick Mahomes hold an extra special place in her heart. 

Treasurer- Marc Taub

Co-Treasurer- Veronica Mancias

Veronica Mancias joined TCSO in 2018 and is currently a Sergeant in Central Booking.  She obtained a Bachelor’s Degree in Social Work with a minor in Human Development and Family Sciences from the University of Texas at Austin. She has 25 years of experience giving supportive guidance counseling to people of all ages, economic backgrounds, and ethnicities. She served on the Texas Jail Association Board as the Chaplain and is currently serving on the STRIVE Board, which helps support, inspire and motivate the women of TCSO. She also serves as the Co-Treasurer for the Travis Country Sheriff’s Office Law Enforcement Association, where she helps support and stands alongside all our members.

Secretary- Jesse Ibarra

I have been serving the Agency since May 10, 1999, and have been assigned to various Del Valle buildings, Food Service and Courthouse. I am currently assigned as Deputy Bailiff in County Court at Law #6.
Prior to becoming Secretary, I was a Corrections Representative. I will serve our members to the best of my ability and ensure all have a voice.
I like to read, travel, am a sports fan and volunteer for PALS (Pets Assisting the Lives of Seniors), delivering pet food, supplies and transporting them to veterinary clinics for treatment.

LE Rep Central- Neil Reilly

Neil Reilly started with the Travis County Sheriff’s Office as a corrections officer in January 2010. Neil graduated as Class President and Valedictorian of C.O.B.R.A. 55 and began working in Building 12. In 2011, Neil’s Marine reserve unit was activated and deployed to Afghanistan. Upon returning, Neil was transferred to Building 1 where he worked as an FTO and simultaneously attended B.P.O.C. 17. In 2015, Neil transferred to Courthouse Security before moving to patrol in 2016. Neil has worked mainly on East Patrol Evenings and Nights. Neil was a patrol FTO and K9 handler with his partner Bodie before his promotion to Detective and assignment to CID.

LE Rep East- Richard Moore

Richard began his career with the Travis County Sheriff’s Office in October 2011 as a correction officer. During his time in corrections, Richard worked in both TCJ and CTAC before graduating from the TCSO B.P.O.C. 17 class, where he served as class sergeant. In 2014, Richard transitioned to the Law Enforcement Bureau and worked on West Nights Patrol before transferring to the SWAT team.

In 2024, Richard was promoted to detective, where he has worked in various divisions including Property, Financial, and Persons. Currently, he is assigned to Animal Cruelty.

Outside of his professional life, Richard is a passionate fan of Astros Baseball and enjoys spending time outdoors and family gatherings.

LE Rep West- Rueben Garcia

LE Rep At-Large- Erica Peters

Erica Peters started her career with TCSO in 2009.  She has worked in the Corrections bureau and has been a Deputy in the Law Enforcement bureau since 2012.  Peters has worked patrol, as an SRO and at the Training Academy. She is married with 4 children and 1 grandson. Erica is a breast cancer survivor.  She is a strong advocate for water therapy and living a Blue Mind. She also enjoys spending as much time with her grandson, who gave her the name of Gigi which has quickly become her favorite name.  Besides the joy and love of her family she loves sharing her heart with her Golden Retriever, Ford and her 2 Dauchsands, Melvin and Ilsa.

CO Rep- Justin Alexander

Justin Alexander started with TCSO in 2015 as a Security Coordinator for Building 12. Promoted to Corrections Officer in 2016 at Building 12. Since then, he has worked as an FTO for Building 12, Hospital Visitation Unit, CTAC, and now currently works at the Academy. Justin is married with three children and in his spare time trains Judo and Brazilian Jiu-Jitsu. Justin is a black belt in judo, purple belt in BJJ, and is actively competing in both.

CO Rep- Noe Enciso

I started my career in 2018 as a Security Coordinator at TCJ. After a year, I was promoted to an officer at Building 12, where I spent over three years. I am currently assigned to the Security Threat Unit (Gang Unit) and am also a member of the Hostage Negotiation Team. In my free time, I enjoy spending quality time with the family

CO Rep- Julia Carrillo

Julia has been a member of the TCSO family since December of 2008. She spent her first few years working primarily with the female inmate population at the Travis County Correctional Complex. Before joining the Recruiting Unit in 2017, Julia worked several years with the Hospital Visitation Unit and Prisoner Transportation team. She graduated from the DPS Fitness Institute in 2016, which fueled her passion for fitness. Julia received her Basic Peace Officer license in 2019, and is an adjunct instructor for the training academy, teaching Fitness and Wellness classes to our newest LE Cadets. When not working, Julia enjoys travelling, working on her yard, and watching movies with her Great Dane Goose.

Co-PAC Chair Corrections- Joseph Hossin 

Employed with TCSO for 12 Years. I Worked Bldg 12, Booking C-Shift as FTO, Courthouse as FTO, K9, and now Courthouse again. I like history, reading, playing video games, and spending time with my son.

Co-PAC Chair LE- Geoffrey Bottoms

Geoff Bottoms started with TCSO in 2001 as a Sr. Security Coordinator assigned to Central Booking. He became a Corrections Officer in 2004 and worked in Building – One and Central Booking. Geoff completed the TCSO BPOC in 2005 and transferred to the Law Enforcement Bureau in 2006. As a deputy, he worked West Nights, East Nights (FTO), East Days (FTO), West Days (FTO), and VICE before promoting to detective in 2020, where he worked in Property Crimes, Child Abuse, and Internal Affairs. In 2020, he was promoted to sergeant, supervising East Days, CID – Financial Crimes, DFU, DME, and the Child Abuse Unit.

Geoff has been married to his soul mate for over 19 years and is blessed with two children, ages 27 and 18.
